macbook a1706 with 820-00239 no display

Working on a 2016 mbp with touchbar, customer says they tried to replace the display and now nothing is working.

Nothing on the display or touchbar, no keyboard lights, no startup sound, no external display (usbc->hdmi and usbc->displayport both tested)

cpu gets got, fans start spinning after it gets hot enough.

    I've done some basic troubleshooting:

It gets to an s0 state but is missing PPVCCEDRAM_S0_CPU (not sure if this is normal).

also missing PANEL_P5V_EN and PANEL_P3V3_EN and the two rails that those enable.

    PPVCC_SO_CPU sits around 1.0V.

What should i look at next? i'm thinking the CPU might be dead but hoping there is something else i can investigate first.

      Review:

      1) voltage to ground of PPBUS_G3H

      2) the following articles:

PPBUS_G3H is good, have reviewed that link thank you but unfortunately still no closer to a solution.

Can you confirm this voltage again? It is too low.
