Using the original power adapter ? Start with the voltage to ground of the power adapter at the DCin power connector. Is it ~19v ?

Next, need to check the PS_ID pin which is used by Dell as a single wire communication line to detect if the power adapter is valid or not to power this logic board. Often this PS_ID is not detected and the board will fail to power on.

If available, link the schematic in the schematic forum - do not post the schematic here.

Ps_id 3.3v, 19v ok, 3 v and 5v generating, psl_in1# 0v, psl_in2# 3.3v, psl_out# 0v (following the given link) seems to be accurate.

Press the power button and check the state of PSL_IN2# - does this follow when you press the power button?

It should go low during a button press and logic '1' = high = ~3 volts when released.

Thank you sir mon2 & mcplslg123.

Although crystal was working and showing about 32 Khz, yet the RTC circuit's readings seem to be problematic, as a cap was the issue, removed it and the board on.
