Or if I try to heat up CPU with hair dryer? -- Tried it, didn't work
I guess this is end of road for me, what I can do. I learned a lot in this progress, and I want to give a big THANK YOU for putting your time and effort into trying to help me. Guess I was very unlucky that cpu is dead. I hope this threat will help someone in the future with diagnosing their own motherboard.

Measured it up on discord, we analyzed board some more and we gonna try to brush it with alcohol tomorrow on Lcd pins, see if that does anything good, people know you there and respect your opinion and work you have done, we are at Electronic repair school, Sorin Electronics, maybe you heard about it before anyways, I just wanted to keep you updated and if something change I'll let you know of course
The measurement on PCH Power/VCore is wrong. Measure on the other side of the coil. PCH power coil should read 1.05V and VCore may be 1.7V. Heating up the SOC with a hair dryer is clear no no and i consider it as suicidal step. If this board was on my table, i could have revived it as i've all the necesaary tools and skills. I'm sorry i cant help you further.
Small update about this laptop...
Its turning on with picture if ambient temperature is colder, I put him to sleep mode and its turning on with image 100/100 times.
Stress test passed, with great scores/ temperature is low, system is fully stable,
So basically I don't use shut-down option anymore, instead I use "sleep" and its working, somehow bypassing fault.
