You can get them on Aliexpress or eBay amongst others. Pretty easy to find from what I can see.

Without datasheets, I can't tell you. They appear to either be obsolete or supplied only to the vendors directly. The best you can do is find schematic with the other IC's in it and compare pinouts.

Not compatible, have several pins different and i received a laptop from a customer with a previous repair attempt and it had oz8691 instead of original oz8660, I didn't check schematics 😔😔 and I solder a new one and then I realized it cannot work, check pin 31 for example, also vdd chip. I didn't find a compatible I had to buy original
