AOpen (Digital Engine) i45GMx-HG - Powers on, no POST

Just grabbed this out of the e-waste bin at work.

    Digital Engine DE45-HG MiniPC

Plugged in, press power. Power light lights, CPU fan spins, no output from either video port. After ~30secs, the CPU fan spins faster. About 30 seconds after that, power off, then the process starts over.

I don't see any obvious defects in the motherboard, and I've tested the CPU and the memory with a laptop that uses the same CPU socket (Socket P).

I'm honestly out of ideas with this one. I'm suspecting BIOS eeprom failure, and I've removed what I believe is the BIOS chip. MX25L1605DM2

    Anyone have any suggestions?

So I found a laptop chassis that shares the same components.
      CPU - Pentium T4400 (Socket P) vs. Core2Duo T9400 (Socket P)
      Northbridge - Intel GM45 vs. Intel GM45
      Southbridge - AF82801 IBM vs. AF82801 IFM
      EEPROM - MX 25L1605DM2 vs. MX 25L3205DM2I

I swapped out the eeprom IC's with no change. Maybe I'm on the wrong track?

I don't have a schematic for this board, but I do have one for the donor chassis.

The mobo uses voltage from a seperate power brick, the brick itself is putting out 20V. Not sure where to test on the board itself for the independant reference voltages.

I have removed, and reinstalled the battery, but only for ~30 seconds. Should I have waited longer?

sometimes there are pins to short after removing the battery .
i would leave battery out for a few minutes
