Check to see if one end of the missing capacitor goes to ground and hte other end goes to one or more of the fingers on the short section of the PCIe connector

Check both sides of the PCIe connector

Where does your missing capacitor connect?

that is fed by 3.3 Volts and you may leave it missing. does the card work ? any short circuit ?

only the fan rotates at 100% and it does not heat the core but it does turn on the 12v power

I agree, that cap is not the main problem
