XFX RX 570 RS 8GB XXX Edition - strange value

Hi all,

I got the following card, that one gets powered, gets hot, i've the 1.5v for GDDR, 0,9v for the chip. Power lines 12v, 5v, 3.3v looks fine BUT, i've a strange value on r723, I get 9v, is that normal?

The card doesn't post.

I have one of these and it keeps burning 2r2 resistors at pr637 and r707. Mine won't post either. Voltages also seemed normal for the places that I know to check from watching videos. Can't test r723 at the moment, but when I get a chance I'll try and report back.
