HP Z820 Workstation 4 beeps (sometimes)

I've got an issue with my Z820 that I'm having trouble working out the root cause of.

More often than not it'll turn onand fans will blast for a moment before stopping and I'll get 4 beeps that will repeat forever (at least the power light will keep flashing).

What I can't understand is sometimes it'll just work and I can use it all day but other times it'll boot then reboot then reboot and 4 beeps for the rest of the day. Sometimes it'll work fine from cold for hours, sometimes it'll do the 4 beeps from cold.

Another oddity is the fans. Before the 4 beeps usually all fans go full blast, sometimes only the cpu fans, sometimes only the rear fans, sometimes all are at a sensible level. This is regardless if it's been on for a while or not.

So far I've swapped all the ram, tried one stick, no ram, different (known working) CPUs. All behave the same.

Before I got mad swapping caps, which all look fine btw, is there anything anyone can think of to try? I'd rather not try a new psu since they're horrendously expensive in the uk and same goes for the motherboard.

Problem is its so hard to test live on this thing being so modular and it will give a similar error if the cpu fan array isn't installed (tested all fans and their cables and they're fine).

Seems to be a common problem with these but seen very few people have a resolution.

It's a v2 motherboard if that makes any difference at all (I doubt it).
