thks ant3202 How can I talk about entering the BIOS without I can't press any key, this is the main problem, I can't verify anything in the BIOS , take the precaution of measuring the voltage in all the outputs, they all have 5v in fact I have an external SSD with LEDs that indicate that it is energized and another that indicates read and or write, the power well and the read does not do anything tested on all ports, in the DELL forum they indicate to remove any connected PCIe board and boot without them that did not work

Just like you, I have to think that they are disabled in the BIOS. It is impossible for all the ports to be damaged at the same time. Before a general cleaning and maintenance job, I managed to boot normally with ws2012. After the maintenance, I am asking to press the F1 key to continue since the CMOS has been reset.

The question is the following: can the BIOS info be edited in a backup of it to solve it or does it have to be done directly from the options? Today I'm going to try with a card to add two PCIe x1 USB ports. I'm almost sure it won't work.

Locate the CMOS battery and short it and/or remove the coin cell battery. This will cause the BIOS configuration to reset to factory default which should then re-enable the USB ports.
