1.8V, among other things, goes to the southbridge chip. You said that USB ports ware also damaged. Data lines from USB go to SB as well. Maybe it is damaged.

Short means how many ohms? Did you inject voltage into the shorted rail after removing both the caps and the chip?Leave a comment:

Test point 2 is ground. Remove the capacitor next to the red circle and check, if the short is still present. If yes, remove the chip and test again.
I assume F7002 is the one on the picture? I don't have edm-033 on hand right now. If yes, check for shorts to ground on both sides of the fuse....Leave a comment:

You mean it stays on for 10 seconds without blue light? Unusual. But if it does, maybe something is overheating.
