i have a dell 2205 all in one amd it has problem it give me white light to power button and power on the voltage it is ok only i do not have voltage to bios chip in the pin 2 do you have any idea?

I would like to share my experience about charging issues with Dell power supplies with the tech community. I am working on a Dell Inspiron 5590, Mainboard 18778-1 with charging problems. The device can be switched on and works so far, only the message appears at startup:
