I have a syncmaster 245bw with no video or backlights on my table right now I checked the mains filter cap and it had 384v is that the norm for these monitors?? At the bridge Rectifier dc side i have 142v.

384 volts sounds correct. That would indicate the PFC circuit is active. There are several other Samsung 945BW threads here; one of them has a schematic for the power supply.

I'm looking for a extreme high current short killer solution for a reasonable cost.
I have an LGA1700 motherboard (ASUS PRIME Z790-P WiFi) where I exchanged the LGA socket already 3 times, and every time after the socket exchange I get a short of power supply lines VCORE (V variable) and VCCIN_AUX (1.8V).
After taking off the socket, the shorts dissappear again.

Quite a few years ago now, a couple of years from new, my Samsung Syncmaster 740BF LCD monitor starting playing up by making a buzzing noise and then the display would go blank. I seem to remember the blue power led would also go off when this happened but that I'm not 100% sure of.
