Anyone know if this can be fixed. It took a spill from the old owner I picked it up cheap. Any help would be great!

Not likely. Your best bet is to keep an eye open for a used replacement LCD screen on Ebay. Open up the monitor and pull the model number off the screen's label and use that number when looking for a replacement.

looks like alot of dead pixels. Damaged beyond repair. You're only chance to repair it is to find a replacement LCD like jetadm123 suggested.
