This is a custom Ford IC. IC1 70013FB Motorola looks like five subsystems in it. 9V regulator (pin 1,2,16) with IGN shutdown (pin 6), 5V regulator (pin 16 in,15 out), variable-reluctance pickup amplifier from rear axle (pin 10,11), and then that speed output (pin 14) to the MCU or cruise control. Reset pulse (pin 15). GND is pins 4,5,12,13.
It's important to get at least 9V and 5V power up and running.
Mystery pin 8 seems to go to the MCU or the white connector. There might be a pulsing watchdog feature in the IC, so the MCU sends pulse to it on pin 8 and if nothing there, then IC1 a reset pulse gets made.
Really with no datasheet this is just guessing.
