Can they be used to see if there's a pulse coming out of driver ics on power supplies to determine if they're at least sending something to the transistors?

Do you mean Frequency counter function?
If your meter has Good ACV mode with high frequency bandwidth (meaning it can measure High frequency AC in KHZ range not in typical 50/60Hz range) then you may be able to use it to see if the drive circuit has activity.Never stop learning
