Remove C3214 and then measure the resistance between the two empty pads to see if the resistance will go up much higher than 24 Ohms.

        Goes up to 178.4 Ohm?!

Now test the resistance of the cap itself to see if it shows low Ohms or not, good cap will not show resistance for this type of cap.
Try powering the TV to see if the power supply squeal goes away for quick test.

Okay, so I connected the Power Board to the Main Board with C3214 removed, and plugged the Power Board into an outlet (I refer to the boards separately from the TV because the TV is at my house and the boards are at my work. I hope that doesn't complicate any ability to test or diagnose)

When I plugged the power board in, there was NO BEEPING! I am not sure if that means the issue is only C3214 or if that was just 1 of a chain of bad components.

I will try to get a resistance reading for this cap in the next hour or so. Does anyone have any tips for trying to measure the resistance on this cap? It's so small and it kept moving around and it was hard to try to get an accurate reading with my DMM. Also what are the specs on this cap so I know what to purchase to replace it??

Check to see if the top end of the cap C3214 is connected to P-ON+3.3V pin or not.

I don't have IC3013. I attached the schematic that most closely matches, but could use some help deciphering how to read it and what to test.

                  But you do have IC3201?

Yes I do. So I take 1 test lead and put it on the pad of C3214 and take the other test lead and put it on pin #7 ??

And sorry for such a NOOB question, but should I be using the Ohm setting, the Diode setting, or a different setting to test connectivity?? And I assume the test for connectivity is done while the Main board is NOT receiving power, correct?

One leg of C3214 is connected to GND, anther end is connected to PIN 7 of the IC so you need to check the resistance between pin 7 and the not-gnd pin of the cap, TV unplugged from outlet. Can I see pictures so I can see if the trace of pin 7 goes to one end of the cap or not?

I have not as the TV and the boards are in 2 separate places. The boards are with me at work and the TV at my house.

I will take those readings in a little bit, but for now, here are the photos you wanted. Let me know if there are any additional photos you want. (This is how the board currently is - with C3214 removed as I was asked to do earlier in the thread)

OK, that is 4.7uF 35V (minimum) MLCC (Multi Layer Ceramic Capacitor) type capacitor. Make sure to clean the pads real well and make sure it is not bridged to the trace that goes under that cap.

If you look at the schematic, you can see that C3208 (0.1), C3214 (4.7) are shown as installed per diagram, the C3207 and 3209 are shown as 'OPEN. but your board does have C3207 installed.
So at this do nt worry about checking the connection between pin 7 and the cap, I see the connections using your pictures so you are OK at this point.
You should be able to turn on the TV now and It should work if there is no other problem. If it works then just get the new cap, but be sure to clean off the solder from those two empty pads first.

So I tested the TV WITHOUT the cap in place, and it worked!!!!

As far as what kind of spare caps I have, I don't have any spare caps (I was going to order some. I was thinking I could take a cap from some other device, but I wouldn't know how to tell if the cap I was taking is the same spec as the one I removed from the TV. Is there a way to test for it?

You may be able to check the capacitance but not the Voltage rating (unless you know what Voltage of that section where the spare cap is removed).
