I've never tried, but I doubt it. It may be possible to make a video player app think DXVA 2 is there on XP, but I doubt the real hardware could be made available for the decoding. If it worked at all I would think it would be slower than using just DXVA 1.
There are pretty major differences between the 2K/XP video system and the Vista/7 one. It's possible to emulate some of the new features, but you'll never get the full speed out if it that way.
