I finally found a Radeon 7000 to replace that Nvidia Quadra NVS 280 that I suspect is conflicting with my 3850's catalyst drivers and causing my lagging/white noise issues and once the card was in and the system was rebooting after Windows installed its own drivers I ran into an even bigger problem.
The Radeon 7000 worked but the lag/garbage sound was now much worse and completely causing the system to bluescreen. The second issue was that the HD3850 was no longer working. With trial and error I found out that the 7000 was pretty much unuseable and the 3850 would no longer work unless the Radeon 7000 was removed and you ran it in 640x480 mode. It seems as though when Windows installed its drivers for the Radeon 7000 it completely chewed up the 3850's drivers. I was able to clear things up after reinstalling those.
Second time in I tried first installing the 7000's official drivers in case the on Microsoft supplied were either old or had some sort of corruption issue but it seems that it first needs to detect the card. I also tried installing them after Windows installed its own but still it told me that no Radeon 7000 was present int he system (and of course I had to reload the 3850's drivers again because they got chewed up).
This is a pretty bizarre situation.
