    You have two seperate issues.

    I know, because I also have a Toshiba laptop with the Phoenix bios.

    Firstly, you need to fix your DSDT table. See my instructions here at the Ubuntu forums:

    Skip to step 8, if you get the problem that I describe at the beginning of the post, then start over at step 1.

    The other problem I found after recompiling my DSDT table was that I was still not getting thermal_zone and throttling registering in /acpi. But I have heard that this can be caused by two things. Firstly, using x64 Ubuntu, secondly, having "thermal" compiled as a module.

    I am going to try to recompile the kernel, this time with "thermal" in it, and I'll see if that fixes it, otherwise, I'll see if the i386 version does anything. If not, then it's Toshiba's problem and I will never touch their laptops again.

    If you have troubles fixing your dsdt table, then post the file, I will give it a go. But don't forget that you'll still have to recompile your kernel to use a custom DSDT.

    Really? My Toshiba Satellite P35 has nothing in the way of temperature reading. I have tried multiple programs in Windows and lm_sensors etc in Linux, and I get nothing, just the Hard drive temperature.

    Temperature is always available via the ACPI table. You just need a utility to access it. In Linux you would find it under /proc/acpi, you would just issue cat /proc/acpi/cpu or something like that, after setting up lm_sensors.

    In Windows, there's an old utility called "Motherboard Monitor" that might work.

    It does have temperature sensors, they have to control it somehow. But they're not exposed to the user, shame on them.

    Buy a multimeter with a temperature probe, it should only set you back $15 and you'll find plenty of use for it. Stick the temperature probe into the heatsink and try to make it reach the center. See what you get.

Any temps past 60C are signs of worry, Northwood processors start throttling at 63C.
    The throttling sub menu is simply disabled under the view menu. what next now?

    You mean to say that CPU-Z *should* show real clock rate. But it's not. Wouldn't FSB fluctuation indeed indicate throttling? Doesn't CPUz only rely on ACPI tables to record information? Who says Samsung's bios isn't fooling it?

    The P4 only had a 400Mhz FSB in the abstract:
    Notable with the introduction of the Pentium 4 was the 400 MHz FSB. It actually operated at 100 MHz but the FSB was quad-pumped, meaning that the maximum transfer rate was four times the base clock of the bus, so it was considered to run at 400 MHz.
    I think when CPU-Z is showing 200MHZ, it's showing 50Mhz * 4 FSB and when it's showing 400, it's showing 100Mhz * 4, so it does sound like a throttling issue, not a bug.

    Why the *actual* cpu speed is not going down, that's a good question. But the FSB fluctuation is pretty indicative.

    Gotta be a bug in CPU-Z with the 404MHz thing. The FSB is 200MHz, what it's supposed to be. Nothing funky in the report. Grab this piece of software. If the red throttle indicator fluctuates, then there's something wrong with the cooling.

    The FSB speed fluctuates between 404MHz to 200MHz

    I have also attached the report CPU-Z generated, check if you can find any errors.

    besides if this indicate the processor is working fine, might it be a driver issue because i just formated the laptop?

    if its driver issue, from the zipped text report i attach can you point me to the right drivers?

    i initially downloaded drivers from samsungpc.com, but the scenario lingers

    I've seen this happen, but only once so far. That was indicated by a constant high fan speed, though. Once I disassembled it, I realised that the CPU block was getting hot, but the heatsink at the end was not...

    Not that rare. Some people don't respect the weight differential of the pipe and the heatsink and hold it via the pipe. Even a little bend or crack because of this can break it. Pressure should never be placed on the pipe.
