Try running Apple config and use the restore feature will wipe and start a fresh

If this device was not your you are out of luck
If this device is your and you can prove it then get in touch with Apple tech support and they will send you a website link to verify that it you and it could take up to 72 hours before they can verify that the device is yours and will send you another website link to then to reset your user name and password

I had to once before with Apple support because the ipad belong to my son but had my email address but he had forgotten the password but then remembered it but it was to late because we tried to many passwords to get in to the device to reset it back to factory reset
