I've gone ahead and ordered some Pana FC 33uF 50V caps from RS.

There is another cap C15 (also 22uF 50V) on the other side of the opto-isolator for the +5VSB which has an ESR of 1.4Z.

I will measure the capacitance of both them when taken out.
I will replace both of them when I receive these.

I have replaced C9 and C15 as planned
This appears to have recitifed the problem

The PSU has been starting correctly for the past three days installed
in the system.

I expect this will be the last of the issues with this supply.
