Recap for values even the small ones?

I am going to recap a MSI 6163 board (PII Slot 1).

Anyway I want to revisit the topic of whether to recap all values or only those 1000mf and above. The board is 100% chhsi caps. Apart from the 1000mf and 1500mf there are also :

100mf 16V
10mf 25V
100mf 25V

The 1000mf are both 6.3V and 10V.

So would it be OK to recap only the 1000 & 1500 using 10V Panasonic FC and forget about the rest.

failure of the smaller caps is rare.
change the 1000 mfd> and call it good
