need help with RCA L32HD31 tv problem

hello I just got a rca 32in lcd tv model l32hd31that doesnt work.

    http://www.youtube.com/watch?v=mMxgPTBCYSk

the tv as you can see from the video turns on with blue lines at the top then it becomes a blue bar as the rest of the screen warms up and goes white.

I am wondering if anyone can point me in the right direction before i start taking it apart.
Has anyone encounter the same problem before.

also I was told from the person i got it from that it might maybe a t-con board that needs to be replace but he is not sure. he only goggled it.

any tips for info would be appreciated
    thanks in advace.
