The laptop is dead only dc jack led is on, no reaction with PWRBT, no voltage present at 8 pin of BIOS chip, no data, i can't find 5V, 3.3V. This MB is very unusual.

Check standby 25V volt on PQ20 also does it charger the battery? If it is charging the battery looks like BIOS issue. Check continuity on PL21 and PL22 if you are getting 0 Ohms mean there is shortage on 3.3 or 5V Rail. This is the reason you are not getting voltage on BIOS. Hope this helps
