When I press the power button the Windows logo appears for as few seconds then the laptop turns off. I cannot access BIOS. Anyone have any ideas how I might fix this?

Hello, I have a Surface Pro 4 1724 Core i5 8Gb, 256Gb, SNID: 048876262353.
It turns on but remains on a black screen, with the logo and a red stripe with a padlock at the top.
It doesn't get past this screen and I can't enter UEFI either.
I have tried several "bin" files from the forum and they work, the OS loads but the touch does not work.

Title says it all. We've got two Surface Book 3 model 1900 that require battery replacements for both the screen and the keyboard base. The battery that came out of those tablets, which definitely are the originals, is[COLOR=#00b1d7][B]G3HTA044H.[/B][/COLOR]
Though when I search for that model number every single listing has that listed as a surface book 1/2 tablet battery. And their batteries look physically different, they have two stacked vertically holes on both side of the battery pinout which mine does not have. Ifixit also states the surface book 3 uses...
