I have an XPS 13 9300 with some issues.

Originally:
* powers on and keyboard backlight stays on
* is not POSTing
* no Dell logo, screen completely blank
* did respond to BIST which would cycle the colour scheme tests on the panel
* the indicator lights would light up in expected pattern with white LED during BIST, never amber though
