Just to clarify, monitor stopped working while in use. Then it was unplugged and put aside because it stopped functioning. And started working again after replugging a month later.
I'm not clear on:
[I]If there is a way to re-create it (i.e.: perhaps unplug the monitor for 1 hour and keep in a cool/cold place, then try turning it On after that), then we can try different things to see what causes the issue to disappear.[/I]...

Monitor stays in one place. It isn't moved so I doubt the DC input jack connection was the issue.
If 18.92V on a 19V adapter is within spec, I suppose the adapter is not the issue.

I do not plan to open the monitor since it is currently working. Because it did not work for a short period and there is a possibility the problem might happen again, what I'm wondering are:
Questions:
1. Is 18.92V output within spec for a 19V adapter? or is it a sign of future failure?
2. Does the described behavior indicate some component in the monitor that is faulty or about to fail which will cause the problem to recur?

Monitor:
Acer S231HL LCD LED
Adapter:
Delta Electronics ADP-40PH 19V 2.1 AC/DC
Symptom:
No monitor power LED light. Monitor did not turn on.
Adapter measured 18.92V at adapter barrel connector.
Then after a month of leaving monitor unplugged, monitor started working again yesterday.
Adapter still measures 18.92V.
Questions:
1. Is 18.92V output within spec for a 19V adapter? or is it a sign of future failure?

I do not have such information on equivalent parts. You could compare the spec sheets and find out.
It might be a good idea to order PQB04, PQB05 also in case you need to replace them. This was you don't have to wait another month.Last edited by mobotest; 10-19-2020, 05:43 PM.

AC Adapter: 19.5V, 6.15A
Battery: Original HP 6-cell battery, 10.8V, 47Wh
HP Battery Check software reports 3.1A of current during battery charging.
Although the battery is charging presently, I would like to fix any problems there may be that may show up later on.
And reminder that Q6000, Q6001 were replaced to fix battery not charging issue.
Is 3.1A sufficient to make the inductor hot?

Since R344 is part of "Smart Adapter Type Check" circuit, damage to it would make the IO suspect for the problem your laptop has.
In addition to replacing IO, check the diode, resistors, and capacitors that are part of the "Smart Adapter Type Check" circuit.

I would expect pin10 in OFF_Without_Battery to be 0V as it does in mine after mine was functional.
But IamPritesh may be onto something more solid.
According to your schematic, AD_ID is an input for "Smart Adapter Type Check" and produces AD_TYPE which is input to the SuperIO chip.Last edited by mobotest; 10-12-2020, 03:20 AM.

My HP laptop (DIFFERENT than your model) had similar symptoms.
If you want to try something quick for a possible fix, replace PQ20.
I had parts corresponding to MOSFETS PQ20, PQ21, PQ14, PQ15 and CHARGE IC PU2 replaced on my laptop.
If you want to isolate to exact component(s), then take readings of Charging IC with only AC adapter, no battery, laptop off.
Your readings OFF_with_Battery doesn't show much difference between Good and Bad.

Yes Q6000, Q6001 were exact replacements.
My digital multimeter is jumping between 0.0, 0.1, 0.2 ohms.
Spec sheet says it should be 35 - 40 milli ohms.
I don't think my multimeter can measure such small resistance, so maybe the inductor is good.
Can you confirm?
Generally speaking, does the charging inductor get hot while charging battery?

Is your laptop functional again?
If it is functional, does the inductor involved in charging the battery get hot to touch while battery is being charged?

I forgot to add that owner also stated battery charges when laptop is off. (My laptop also had this symptom)
Which could mean a source-drain short in PQB04 which triggers BMS over-voltage protection is unlikely.
Does that not validate that PQB04 is ok?
Yes, owner should definitely validate PQB04 as well because it is quick to do.
If money, getting parts are not an issue, could just go ahead and replace it as well.

Yes, I agree. That is the additional function of PQB04 besides powering the laptop when only battery is connected.
PQB04 is NMOS which has to be turned on for current to flow between Source (pins1,2,3) and Drain (pin5). It is turned on by applying a voltage at Gate (pin4) higher than Source such that VGS (Gate voltage - Source voltage) > Vth (threshold voltage of NMOS).
So the charger IC needs to send a signal to Gate pin first, then channel is created between Source and Drain after which current...Last edited by mobotest; 10-09-2020, 04:04 AM.

Pin4 on PQB01, PQB03 should be about 25V to open the MOSFETS and let adapter voltage through to power the laptop.
Pin30 on PUB01 provides that voltage, but you have already replaced PUB01 so now replace PQB01, PQB03.
PQB05 is involved in charging the battery. Replace...

Inductor connected to charging IC is hot
Motherboard:
15CBHPGT-6050A2628301-MB-A02
Charging IC:
BQ738 (BQ24738)
While laptop is off and the battery is being charged, inductor L6000 is hot to touch. Can feel the heat radiating an inch or so above. Is this normal?
Charging IC is a little warm to touch but not as hot as inductor L6000.
Inductor cools after battery is done charging.
Recently had MOSFETS Q6000, Q6001 replaced which fixed the battery not charging issue. Want to be sure there are no remaining bad components that need to be replaced.
