bios is working correctly
usb issue was software related, here i share the link that describes error and solution.

working but usbs disabled when enters to windows, you can boot from usb and its ok

BTW i was struggling because bios was in RAID mode and the installation of this drive was normal in AHCI/NVME everthing ok, but suddenly popped something in windows that says "deviceFreeze-264" is this related to the instalation? or the bios was locked with something? i dont usually work with dell laptops
