Hello, got it sorted st the end. Turned out, after all that work it was a dry joint underneath the gpu. Reflowed and got the board working again. The vram voltage has gone up to 1.37v. Passed memory test and furmark stress test too. Just ordered a new stencil to reball it later.

Did you get anywhere with this at the end?
I have a very similar fault on Inno3d 1060 3GB version, all memories come up with errors. Replaced all memory modules with known good ones, but still he same the memory voltages stays on 1.35V all the time /not going to 1.45v on start-up like any other card would/ and screen turns on after 40 seconds like when you have one bank faulty.
All other voltages are normal and present. /Could not try to flash the bios as I could not find it anywhere so far/.

Thanks again.
Took the IC off and found 2 ripped off pads on the memory, so had to replace the component. The board works again. Happy days.

Hi eventually managed to download the software to check memories and one of them gives errors. Ordered some stencils to reball the module hopefully that will fix it. But it comes from China so got to wait a bit
. Tried to reflow as obviously could not wait 
but nothing changed....

Hi All,
Gigabyte 1050TI 4GB, No display volatges present /GV-N105TOC-4D/
Hopefully someone can help me out as I got stuck with this board.
The fault:
Once the card is in a mainboard (tried 3 different motherboard too and flashed 1 of them with all available bios versions to eliminate compatiblty issues).
The fan spins all volatges there, monitor switches on with backlight only after the system being on approx 30-40 seconds and stays like that, if HDD connected you hear the hdd is booting with no issues, no beeps either from mobo and system... -
