Samsung LN40a530p1f Dead

Im going through my "dead sets" and have a Samsung LN40a530p1f this one does not power up or have a standby light. It doesnt have any of the usual voltages.

I have came across QP801 Transistor Its a 5R199P It shows a dead short on all legs in diode test but its still in circuit. would that make much of a difference?

It could do, best to remove from the board and retest.

I removed it and any way i test it it says shorted and my meter beeps.
anything else i should check? mouser has them but before i order them im going to see if i can find a list of the common parts for tvs.
