testing this tv at the moment HD,SCART is fine but freeview im getting this picture problem its on all free view channels,has anyone had this problem before ?

To me, that just looks like a weak signal. Vestel sets aren't well known for their excellent tuners. Have you retuned the TV?

the signal is showing good i have another lg 32 just tried thats working fine on DTV

That is just poor MPEG signal. Maybe try a software update? It could be just a limitation of this TV, if your signal quality in your area is poor. These Vestels usually have basic tuners that don't work great with weak or poor signals.

Is the PSU a 17PW25-4? Maybe bad tuning voltage if 33V low or missing..hmm.

Unfortunately, I thought it used 33V tuner but it does not. So I don't know, sorry. I still think it is normal for a Junky Vestel...
