Toshiba 26AV502R blurry but top 1 inch

I have what I believe is a 2009 26 inch lcd, Ive changed tcon and no luck I have a crystal clear picture for the top 1.75 inches then the rest is blurred and words will have like a double vision look, anyone else have fun with these? I will try and show a couple pictures just hard to capture this. Thanks for any response

Looks like a bad panel, but could be a tab bonds fault - I have fixed other similar issues on different models, but success rate isn't high, about 50%.

Just a little tidbit of info, had tv in garage overnight, when I first turn on (Cold) the whole picture is clear, then as it warms up it goes to this double line thing, does that change anyones thinking? Thanks

That is a characteristic of tab bond faults.
