Samsung SP-P4251 troubleshotting questions

Hello. I inherited a Samsung SP-P4251 plasma TV that the screen is displaying the picture for the most part but there are little dots moving across the screen from left to right along with a little distortion in the video also. Sound is fine. I was wondering what typically causing a video problem like this? I would assume it is not the buffer boards but probably the sustain boards but wasnt sure. Has anyone else run into this on this older model tv?
