Samsung UN32EH4003F with bad led

TV was donated. Lady saying that her son threw water on it. There is no picture when connected to a source. Panel just changes color where the blue lines are. Is this a bad LED panel? I looked at the tutorial pdf on diagnosting but did not find a picture similiar to this one. So i thought i was ask about it in here.

Probably a damaged panel. The newer panels put the tab bonds on the bottom of the panel making them extraordinarily vulnerable to water damage unlike older TVs. You can try cleaning any corroded areas but it's probably toast.
