Dell W1700 Fixed LCD but no TV or sound

Salvaged this Dell W1700, replaced all the caps and monitor works fine but no tv or sound. Attached over the air antenna and cable but just a static/snowy picture. Also did the channel search but no good. Not quite sure where to go from here to diagnose. Couldn't find any schematic.
Would appreciate some help on what to check to start out with.

If there's just a static snowy image, this is probably a pre-digital TV and you may need a converter box.

You are probably right. I knew about the change over but didn't think this one needed that. I did find that it needs a convertor box when tryinig to find the specs for it.
