The buld is bad (No continuity) but is there a way to test the voltage to the bulb so I can be sure over voltage didn't take the bulb out?

Halide lamps read open normally, they are arc-start lamps.
I can't think overvoltage could kill one unless it was REALLY high.

I didn't know they normally showed open. Is there a way to test them? The lamp light keeps flashing then shuts the tv down. It does not light up and no sound. I will post photos of the boards, I thought this was just going to be a bulb change.
They are started with a few kV to form an arc, then they drop down to around 20V to 60V. Starting is accomplished using a ballast - essentially a large inductor which generates the kilovolt pulse - if this is open, then the bulb won't ever start.
