Samsung 46" LN-T4665F possible purchase

There is this TV on CL and the owner states this:
"The original capacitor on the power board was defective (known problem by Samsung) which makes the TV very slow to turn on (Can take up to 3 minutes), When it does the image is very dim."
What do you think it could be? Only caps or could be a bad panel also?

Heh, I don't like picking up TVs that other people have tried fixing. You don't know what else they have done...
