TECHNIKA LCD26-209v WOn't Start Just Flashing Blue LED

Hi.

I have a TECHNIKA LCD26-209v LCD tv which won't start up, it just flashes the blue power/standby LED.

You plug in the mains lead.
The blue led lights up and stays on.
Then there is a gentle high pitched whine for 2-3 seconds.
Then it goes quiet for 1 second.
Then there is a gentle high pitched whine for 2-3 seconds.
Then it goes quiet for 1 second.

It does this cycle 4 times, then goes quiet, then the blue power/standby led starts flashing continuously until you unplug it from the mains.

Mainboard: 17MB25-3
PSU: 17PW26-4

All capacitors on the PSU 'look' fine.
Mainboard fuses FS105 & FS106 both ok.

Any suggestions most appreciated.

You know my response, as I replied to your PM. You can try to fix the 17PW26 power supply or you can replace it at £20. Your call.

Yes, appreciated. I had a look at the link but the connectors are all different, so I'm up for having a go at fixing it

There's a repair kit on eBay for this fault:

I've not used it, but sienoki here used it with success on a 32" LCD. I think he had a similar problem.

My fault. The PSU is 17PW26-4 so the fault is completely different & kit does not apply.
