Hello , this question is for PSU experts
I am looking to buy a PSU which will be compatible with my APC 600va Ups .
I am from india and we have the worst kind of electricity you can imagine. The voltage fluctuation is way too much in summers. I already have a voltage stabilizer installed at mains that takes input from 90v and above and outputs between 200-240v ..
the problem is the frequency of voltage drops is too high within the range of 90-180v for eg -
170v to130 then back to 150 then 140 then to 180 then to 120v and so on .. all this happens in a matter of 30 seconds, this doesn't let the stabilizer output a steady constant voltage as output drops to 200v and then slowly steps up to 220v , and by the time it reaches 220v another voltage drop cause it to again go to 200v
i hope you get a rough idea of the situation , this causes the pc to restart even with the UPS , sometimes ups is able to handle it and sometimes not ..
now my previous PSU was a no name crappy one.on my old pc . so i am looking to build a new PC and aiming for a PSU that has the longest HOLD up time and is compatible with APC 600VA . as i have read most seasonic models have a hard time with APC.
the best power supplies in my budget are Cx430 and Antec vp450p ( excluding seasonic as it is not compatible ) other options are Deepcool and cooler master thunder series
now i am looking at Corsair Cx 430 , i know it is not recommended at all here because of the samxon caps but
all the reviews on web are of the model cx 430 V2 ( primary samxon/ capxon cap , 28A on 12v rail ), since then corsair has updated it with a newer model ,simply called Cx430 . The primary cap on this unit is from Panasonic and is rated at 85c but the big concern here is , it is only 180uf whereas antec vp450p uses a capxon cap with 270uf .. i have read this capacitance greatly affects the hold up time
secondary caps are a mix of capxon and samxon

they tested it and result was 32ms under full load but there is no similar review for antec vp450p's hold up time.. also i wanted to ask 1 more thing that if the hold up time is 32ms at full load then will the hold up time will be same or more than 32ms at half the load ?
so which one should i choose ? i wish i could choose seasonic but i have asked a few people and it isn't compatible with APC ups and PC restarts on fluctuation
the other reason i want to go for Cx430 is that this is the only PSU i can find under 70$ that supports input voltage from 90v -240v .. while others only take input from 200v-250v
i understand that since these are non Japanese caps they aren't going to last long.. i am fine if they can last 3 years , i'll simply buy a new one then , i just hope it does not fry any of my other components.. but which one will be best suited in my case and will work without restarting my pc ?

fx 6300 and a r9 270x (no overclocking)
