My bios chip (16mb) could not be read because it was defective. That's why I wrote the bios I saw on the forum. Let's think of it as an empty bios chip.

The 16MB EC BIOS chip is faulty and I can’t take a backup. A new 16MB chip was installed. I flashed the BIOS file from message 29, but now I’m getting the error ‘Secured with Dell Safe BIOS’. Can you fix this?

I have a Dell Precision T1650 MT workstation (of the following spec.) that was bricked yesterday when attempting to update the BIOS from A27 to A28 per:
