Sorry I tried to create a new tread and was not able to due to my privileges set by the admins
I purchased a laptop online and I think I was scammed as im not able to get to the Bios without admin password
the laptop is DELL LATITUDE 5491

Bios version is : 1.17.2
System Number : 6XN15Y2-E7A8

Focus on the differance between capital and small litters, wrote the code using external keyboard and try to press Lift CRTL Key then hit ENTER Key twice.
