i have a problem with the bios to a Panasonic CF-19 model CF-19MK4 DFUP1866ZB-1
with faulty bios chip MX25L64 and I need a dump for this laptop model !!

Can you kindly confirm that the chip in question is the one in the picture and that it can be read by a tl866 or ch41 programmer?

You are good to go for extrapolation.

or do I have to access the bios chip and extrapolate the backup with a programmer?

Yes you have to extrapolate the backup with a programmer
