That may be a hardware problem, check if CPU is stuck at 0.4GHz, PROCHOT# being 0V can cause it

Thanks, sir. You're right — PROCHOT# is pulled to ground but is not a short and the cooler spins too fast. Maybe the EC is bad? Any idea?
