Shorted inductor means short circuit? Asus ROG Gaming laptop.

I have a dead Asus ROG gaming laptop with liquid damage. When I measure the first mosfet, there is 19V. On the second mosfet there is nothing on the input and 4.3V on the output but it is not continuously. It is going up and down.

Is it through that inductors can never be shorted?

I have 2 inductors near the GPU that are shorted. Does this mean that the GPU itself is shorted? How can I know for sure?

If you have multimeter measure resistence to the ground ih ohms on that 19v power mosfet that is jumping and post it here...On high end gpu there is very low resistence so even when multimeter beeps it is not very likely that gpu is shorted. Also, write your model here and post a picture of liquid damage area on the motherboard.

On Ohms it doesn't measure anything. On K Ohms it measures 4.2.
There is no liquid damage visible anymore because someone tried to repair it. The customer told that first the WiFi stopped and then the motherboard didn't come on again.

What I do not understand is the first mosfet having 19v but no output. On the input of the second mosfet there is nothing which is normal. But on the output of the second mosfet there is 4.3v. Where is this voltage coming from?
