Check the accuracy of your meter / batteries on the meter.

Is the replacement part a known good and same part?

The FB parts will define the output voltage of the switching regulator but the LDO is a fixed value.

Perhaps the replacement is a different variation of the component that is designed to output these preset values?

Double check the traces for the FB leg and soldering of the regulator. Have some concerns that with such a high output, likely some damage to the downstream parts.

Standby consumption is high-Thats the clue. Check whether 3VS/5VS is transferred in standby mode. If yes, your dc-dc regulator needs to be replaced. Do check whether any voltage is generated on coils in standby mode(Other then 3V/5V/0.95V)

When i remove PJ303/3.3V cut after coil/ i get nice 3.3V on coil, but 5vALW rail have still coonsumption 1.1W. something is bad on that rail

Right now i found 4.36V on bios VCC pin

that 5V rail must leaking somewhere

5vALW leaking to 3vALW so it have 4.4V, but where?
