Lenovo Y540 NM-C362 with new IT8586E can't write

Hello everyone. It's been 6 hours since I'm trying to repair a Lenovo Legion Y540 ( same as L540 ) with NM-C362 board. Laptop came in with power connector broken and shorted +20V with DC_ID and burned the IT8586E chip and made a little hole in it. Replaced the power connector. Also replaced the IT8586E chip with a new one with blank memory.

I have SAS Programmer 3.9 to write ITE via keyboard connector, but ITE has no power since it's blank. I have tried injecting 3.3V via pin 26 and all STD-BY pins, but the programmer still doesn't see the ITE Chip. Tried also powering 3.3VALW Rail, 3VS Rail, all VCC rails to ITE, still nothing. Resoldered chip 3 times. I'm starting to think the chip is bad. Anyone with another ideea I can try?

ITE should have power regardless of the fact that it is empty. Find out why it does not get stable power (+3VL missing PU401?). I always order more than one. You'll never know these "new chinese" ones.

as @khaahk has already mentioned, ITE8586E may not be bad. You need to probe 3V regulator for LDO output(3VL).

Searched a little bit longer found PU301 Bad and Replaced it. Mainboard now has some power rails, 3V , 5V and ITE has 3V lines on STBY PINS. But no success in programming..

Moved ITE Chip to NM-A271 Board. Still no luck programming. Thank you guys for your help sorting some things out for me. Will try again with another IT8586E chip tomorrow.

Bought new ITE whick works. Power led is blinking fast white now. But when I try to write it, it gives some error:

No idea about SAS programmer. I use SVOD and it programs IT8586 successfully. has done it on many many boards.

Check for good GND connection to be sure.
