HP Probook 430 G3 not turning on

Hi guys I have a question here.Hp Probook 430 G3 no power on. It gives 1 Power LED and Power button blink as soon as I plug the charger. It draws 200 milliamps then goes to 0 amps after a few seconds. When i press power button it goes to 200 milliamps and then goes back to 0.I have schematic and boardview and i realize that am missing memory voltage. 19v 3v and 5v are present. Can u all please have a look at the block diagram below for this board and tell me if i have memory voltage missing i won't get the rest of power rails turning on right ? Do the rails turn on from Left to Right according to block diagram?
I have circled in red the voltages that are present. Memory voltage is missing.

Yes, without memory voltage, vcore/gfx will not be available. You need to check the requirement for memory controller. Check whether Enable is reaching the ram controller.

Okay my friend. I checked the enable for the ram controller and if i am right according to the Schematic EN_VRPVDQ which is a 1P35V_S5 Pin 8 of the memory controller am not getting any voltage there. So if i check where EN_VRPVDQ comes from it is created by SLP_S4#_3R and SLP_S4#_3R comes from CPU apparently. Maybe i have a dead CPU/PCH ? I am expecting a dead CPU because there was some liquid corrosion around the CPU Mosfets area. I have provided the schematic and boardview below. If you have time can you kindly check if i am on the right track? Will be very much appreciated. thanks

SLP_S4 comes from PCH but before PCH, your should check the path/components in between pin 8 of RAM IC to the PCH like PR166, PC109, R354.

Moreover if PCH is not producing SLP_S4, 1st check its requirement and initial step is to confirm RTC circuit.

Yes,@usyusy is right. Seems like PCH is not releasing SLP_S4. Could be bad SOC but first try as suggested.
