    Carefully measure the voltage to ground of each pin on this charger IC.

    Post each measurement with the pin # and the pin label for a review.

    If REGN is not 6v, check if Vcc is ok. With no power to the charger IC, test the resistance to ground of REGN. What is the resistance in ohms?
