HP X360 POWER ADAPTOR ISSUE, Question

Hi all,

i have a question concerning HP power adaptors!
i have an HP X360 spectre which the power adaptor is burned.
if i use power pack type c it gives me 5v and 19v on m/b.
can i use pack to troubleshoot!
i am using it the pack but i do not get 3v on coil. on the other hand i do get 3.3v on bios pin8.

For this model, the usb type C interface cannot be used for charging.

how can i troubleshoot m/b without its original hp charger!
