Hp spectre x360 no power help!

Hi all

I have the above m/b DA0X36MBAE0 REV: E and i get 5v, 3.3 on bios and on power button 1.9v instead of 3v.
on the 3v ic regulator i get 0.26v. i changed ic and i installed RT6258C. i substitute L8= ic.
on this ic pin 6 which is the EN i get 0v.
on KBC i get 3.3v.
using usb c ammeter when i plug in i get only 0.044A.
By pressing the power button voltage goes to 0v and then 1,9v.

can someone help!
